Yes, there is a LICENSE issue.
1. Accodring to Mitsubishi Electric, to download archive consider
to accept LICENSE AGREEMENT.
2. There are some usages restrictions.
I couldn't find a English version LICENSE AGREEMENT page(I
think that the site's English version is not available.).
So I quote a translation of the site:
