This is technically possible but in fact all of the package clients
have this sysctl set to 1.  The reason many ports are currently broken
with sysv ipc problems is because sysv ipc is currently broken in 7.0.

P.S. Please don't commit to portbuild scripts without review; I don't
think this change is worth keeping.
