It doesn't appear so. Font server is actually not mentioned there, so nothing 
is outdated by this change. Not many people are probably running a font 
server, but for those who do, these changes might help. I expect majority of 
users just put font paths in XFree86/X.Org server configuration file or just 
rely on Xft to pick up fonts; both of these are explained in Handbook and are 
not directly related to particular way of how X server gets fonts.
If there's a need for font server to be documented there, perhaps a pointer to 
xfs(1) would be enough. I'm afraid I'm no good at writing documentation 
though... Something like the following might be usefule at the end of 'Type1 
Fonts' section:

In case you are running a font server (x11-servers/xorg-fontserver or 
x11-servers/XFree86-4-FontServer), add the path to font files in its 
configuration file (/usr/X11R6/lib/X11/fs/config by default) to 'catalogue' 
keyword. See also xfs(1) for more details.

Actually while looking at 'Type1 Fonts' section, it looks rather more generic, 
not only Type1 specific. It could be used as a reference in fonts ports 
instead of existing pkg-messages, which would come in handy with PR 
ports/73009.
