It's simple. You installed port of revision A, with tarball named B with
content C (checksum D). Later, port was updated to revision E, to
account for rerolled tarball F with content G (checksum H).

You came with a portupgrade in your hand and tried to update, make fetch
target found file J in ${DISTDIR} matching name of F, but having content
of C, so it thought it's half downloaded file and tried to resume
downloading.

Which had to fail.

Portupgrade have no idea if the tarball J is half-downloaded tarball F
or fully downloaded, but undesirable tarball B.
