Yes, you just wouldn't be able to link to it from our DocBook
documents (well in theory, you could use the tag like
"<citerefentry/<refentrytitle/finger/<manvolnum/1//" directly in a
document, but I don't think/hope we do that anywhere).

man.cgi only uses the extracted manual pages which are located on a
file structure on www.FreeBSD.org, nothing from doc/ or www/.
