I think my commit messages made that pretty clear.  They spoke
specifically of HTML output display.  As Hiten and others have said,
we of course should continue expanding acronyms on first use.

This is a proof of concept.  Right now we have no applications of the
<acronym> tag so there is little utility in using it.  This is the
first application.  Is this HTML application worth spamming our SGML
files with <acronym> tags?  Maybe not, but maybe it would once the
automatic glossary links or another application is also working (again
only for HTML output).

I can't think of any way the print output could benefit from <acronym>
tags, but that is kind of irrelevant.  The point is that it doesn't
harm the print output in any way.  Just like the <colspec> tags help
the print output but don't harm the HTML output.
