I thought about this issue before commiting, and can agree that pre-1999th
documents change may be backed out.  But since these are located at
our site and I don't remember case when anybody objected to grammar, etc.
changes to "historical documents" I think this change can be left in tree. 

But if somebody also feels that these changes are not appropriate I will not
object and backout announce.sgml changes.
