This is not correct.  User addition works fine.  The problem we have
is that you insist that the users be *removed* when the package is
removed.  Many other packages do the same thing, and I don't believe
that it's correct to remove the users under those circumstances, which
is why I haven't "fixed" it.

Let me know why I shouldn't revert this commit.
