Maybe you are confising UPDATING with CHANGES.  CHANGES is mostly for
framework updates and are thus written when an -exp build finishes and
adds new functionatlity to the ports framework, although this is not a
firm lock as some ports might have a big influence on other ports and
could warrent an entry in CHANGES by any other committer.

UPDATING is especially ment for each and every committer to add entries
when committing something that might impact a lot of users.  So it's
quite encouraged to add an entry here for anything user visible.
