  Log:
  Fix doc.1 build when NOPORTS is defined.  This includes
  the following ports tree changes:
  
  - libtool13 removed.
  - pkgconfig moved to pkg-config.
  - Default dependency for USE_GHOSTSCRIPT changed from
    ghostscript-gnu to ghostscript-gpl.
  - Also added missing docproj dependencies.
