Probably not.  Some of those cards are probably old enough that their
BIOS does not support the VESA stuff.
If people have cards that old, the rest of the hardware is probably
equally old, in which case the smaller footprint and lower resource
usage of 3.3.6 is highly useful.

Mainly old ISA cards.  As an example some old Trident chipsets are listed
as supported by 3.3.6, but not by XFree86 4.x or X.org.
Also some of the older SiS chipsets (like the 86c205) are not listed as 
supported by newer X releases.

I have a couple of such devices lying around.  I really ought to try
them and see if X.org works on them.  (I do know that they worked with 
XFree86 3.x though.)

There are more cards that were supported by XFree86 3.x but not by 4.x
Most of those cards are old enough that almost nobody cares about them
anymore, but there are a few still around.
