Er, yeah--- it was almost a month ago :-) and intertwined with some
other material that is not relevant to this issue.

To summarize, Oliver stated that the `definition of the versioning
rules' is PR 56961.  Clearly that's not the case--- the Porter's
Handbook are where such rules are documented.  Nonetheless, the
section of Oliver's PR that deals with version numbers seems like
a good place to start if we wish to clean up the rules.  I'd like
to see the principles agreed upon and then expanded for clarity.  I
have minor misgivings about some items, so I'd like to see further
discussion.  I'm very glad Oliver has done so much work in this
area--- I think it is particularly important as more and more tools
make use of package version numbers to make important decisions.
