This is slightly different - sdl12 would build correctly without the patches,
but if it was built on systems with libusb installed, most ports that _depend
on_ sdl12 would fail. Therefore PORTREVISION had to be bumped in order to
enforce rebuilding sdl12 with the patch, so that other ports can depend on it
and work.
