I know this has been discussed on ctm-users, but just in case anyone is 
subscribed to this list but not the other:

Get recent CTM deltas from ftp://ftp.vmunix.org

ftp-master.freebsd.org is down and so all other ftp sites are very out 
of date.

It looks like ftp-master.freebsd.org is now operating, so other ftp 
sites should be up to date again.
