Adaptech 39160 but only 20mhz?

Hi all!
This seems strange to me, but maybe one of ya'll have seen it. These drives are from an old netapp box, hence the odd drive vendor.

And, as expected, my performance isn't the greatest.

So my question is, what kind of performance should I be expecting? And is there anything I can do to fix this performance problem? These are Hitachi JuraD disks at 10k rpm.
