SCSI HD spin down

I have 2 fixed disks. One is a IBM DDYS connected to the 29160 with the root 
partition (ReiserFS), boot (ext2) and the swap.
The other is a IBM DT?? IDE which is connected to the first IDE Bus, i.e. 
/dev/hda. There are /home and 2 dos partitions on it. (Reiserfs, NTFS, and 
FAT32).
I don't believe, that it is because of the ReiserFS, because /home spins 
down. I will verify that another time, but could it be because of Swap?
Is there a utility, such as hdparm, which I can use to set and get settings 
of the SCSI Disk? Has the aic7xxx driver some (undocumented) Options? Your 
answer makes me believe, that in fact the disk should spin down!?
