no, not right.  Linux does a very good job with busmastering IDE
(scatter gather, head scheduling, etc.).  IDE definitely has a place
in well-designed systems, though naturally if you need many and/or
different devices, SCSI is the right choice...  the key point to remember
is that dual-channel, UDMA controllers are already on most motherboards,
and IDE disks are currently at $30-$35/GB, both much cheaper than SCSI...
